Why because free is good. I found these when surfing the internet in a place I didn't expect. While intended for fantasy games you could use them for just about any kind that involves miniatures.

BattleScribe - Free Army Roster Tool

BattleScribe is a free tool designed so that anyone can make army list files for any miniature wargame and build their army lists quickly. The software is available for Windows, Mac, Android, Linux, or any OS that supports JAVA. The program does not include any army list data files by default but there is a community site with files located here. Data files are available for the following games and the included software allows for you to edit and create any others you might like.
